Dalam rangka pelaksanaan Project Strengthening the Capacity of Institutions in Indonesia to comply with the Transparency Requirements of the Paris Agreement (CBIT/ Capacity Building Initiative for Transparency) Indonesia pada tahun 2022, Direktorat Inventarisasi GRK dan MPV, Ditjen PPI sebagai Executing Agency pada proyek ini bermaksud mengundang Penyedia Jasa Konsultan individual, untuk mengisi posisi sebagai berikut :

II. Organizational Context


This project aims to strengthen Indonesia's technical and institutional capacity, to meet the Paris Agreement on Climate Change Enhanced Transparency Framework (ETF) requirements when implementing priority actions for achieving its Nationally Determined Contributions (NDC) and its goals related to low carbon emission development and climate resilience. 

There are three components of the project: (1) Institutional capacity strengthening for climate transparency; (2) The development and establishment of robust systems for GHG inventory, and to measure, report and verify (MRV) emissions in compliance with the Paris Agreement; and (3) Strengthened NDC Implementation and Tracking Progress. Each component is a technical assistant exertion that leads project stakeholders to achieve maximum capacity building to implement and report NDC in Indonesia. Led by the MOEF Indonesia, this project aims to focus on Sub-National level in NDC implementation, which includes data collection, inventory, management, and representation.  

The National Project Manager (NPM) is the senior most representative of the Project Management Unit (PMU) and is responsible for the overall day-to-day management of the project on behalf of the Implementing Partner, including the mobilization of all project inputs, supervision over project staff, responsible parties, consultants and sub-contractors. The project manager typically presents key deliverables and documents to the board for their review and approval, including progress reports, annual work plans, adjustments to tolerance levels and risk registers. A designated representative of the PMU is expected to attend all board meetings and support board processes as a non-voting representative. 

 

 

 

III. Responsibilities

  

  Description of responsibilities:

1. Manage and supervise the project team to ensure effective implementation and achievement of results:

  • Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members;
  • Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings, and workshops;
  • Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets;
  • Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management;
  • Develops the project standard operating procedures in line with the government and UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary;
  • Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation;
  • Consults with the project board through the National Project Director for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and
  • Ensures effective monitoring of project performance, and the preparation of high quality and results-oriented progress reports.

2.Ensure effective planning, budgeting, and implementation of the project

  • Prepares project’s annual and quarterly work plans and organizes project board meetings to obtain their approval;
  • Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan;
  • Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP;
  • Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team on a timely manner;
  • Provides additional inputs and data for external project reports as necessary and required by the project assurance team;
  • Organizes regular project board meetings and reports to the project board the project’s progress together with any issues that may require project board decisions; and
  • As required and directed by the project board, liaises with UNDP’s Planning, Monitoring and Evaluation Unit (PMEU) to initiate project review and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by PMEU;
  • Effective monitoring of budgetary commitments, including verification of charges and obligation documents for all financial transactions; lead periodic budget revisions and ensures appropriate resource allocations; finalize reconciliation of accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager.

IV.  Recruitment qualifications

Education

Master degree or Bachelor degree in environmental science, public administration, environmental engineering, public policy, climate change, economic or other relevant fields of study.

Experience

Minimum 6 years of professional experience, preferably in the field of climate change research and policy, GHG Inventory, project management and coordination in the development context.

Language requirements:

  • Fluency in written and spoken English is an absolute necessity
  • Fluency in written and spoken Bahasa Indonesia is required.

  • Has excellent written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.

  • Maturity and confidence in dealing with senior and high ranking members of national and international institutions, government and non-government

Leadership and Self-Management

Other requirements:

  • Demonstrated familiarity with UNDP development projects in Indonesia and an understanding of Government and UN/UNDP procedures would be desirable;
  • Solid experience of monitoring and producing high quality reports as well as an ability to produce graphic and statistical summaries;
  • Strong knowledge and experience in project management support and coordination as well as a proven capacity to communicate well in spoken and written Indonesian and English;

  • Knowledge on various donors’ reporting requirements would be an advantage;

  • Excellent analytical skills and advanced computer skills

  • Good inter-personal and team building skills and

  • Full time availability for project management support duties is essential.

Project implementation in line with the objectives of the projects as stated in project document, the decision of GoI/UNDP rules, regulation and procedures to ensure its achievement of timely targets.

Under the direct supervision of the Project Manager, the Technical and Knowledge Management Assistant will provide programme support services ensuring high quality, accuracy and consistency of work with the assistance and support of UNDP/KLH. 

III. Duties and Responsibilities


Under the guidance and supervision of the National Project Manager the Technical and Knowledge Management Assistant will carry out the following tasks:


  1. Support the work of technical working groups to ensure the achievement of project results including:
  • Prepare of supporting data, review of existing methodology, doing research on technical papers and policy brief
  • Maintain database, ensuring proper archiving of reports of each working groups;
  • Provide draft of ToRs and minute of meetings;
  • Producing documentations/reports of discussions or meetings/workshops organized by working group and
  • Organize meetings/workshops/trainings as necessary.

2.    Support strategic partnerships including:

  • Maintain good flow of communication and information between the Ministry of Environment and Forestry and other relevant stakeholders, including Coordinating Ministry of Maritime Affairs and Investment, Ministry of Energy and Mineral Resources, Ministry of Industry, BPS, Ministry of Agriculture, Bappenas, Ministry of Transportation, Ministry of Fisheries & Marine Affairs, provincial governments and other non-party stakeholder
  • Maintain and update database for related stakeholders.
  1. 3. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
  • Participation in the meetings/trainings for the working group;
  • Synthesis of lessons learned and best practices in project support management function;
  • Contribution to knowledge networks and communities of practice.
  • Supporting the preparation of knowledge management products.

IV.  Recruitment qualifications


Education


Bachelor degree in environmental science, environmental engineering, forestry, climate change, or other relevant fields of study.

Experience

Minimum 3 years of professional experiences, preferably in the field of climate change, forestry, agriculture, waste management or engineering. Some experiences in climate change mitigation and GHG Inventory would be advantage.

Language requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required

Other requirements:

  • Knowledge of and experience in providing technical support for climate change projects will be highly desirable.
  • Strong ability to draft high quality correspondence, briefing notes, graphic and statistical summaries.
  • Good inter-personal and team building skills.
  • Full time availability.
  • Familiar with Government and UN/UNDP procedures would be desirable.
  • Up-to-date computer skills required, knowledge of spreadsheet and database packages.
  • Experience in handling of web based management systems would be highly desirable
  • Demonstrated strong familiarity with UNDP development projects in Indonesia is an advantage
